What is the Portuguese Digital Wallet?

PDW is Portugal's "Credential Execution Layer", constituting critical national infrastructure for the decentralized economy. The project integrates the Mobilizing Agenda "Blockchain.PT" (formally "Decentralize Portugal with Blockchain"), a strategic effort funded by the Recovery and Resilience Plan (PRR) and the NextGenerationEU program. Under the global consortium leadership of VOID Software, TecMinho assumes institutional and technical coordination in developing this cutting-edge solution.

Governance Model

PDW benefits from the governance of the Blockchain.PT Agenda, structured into a deliberative Steering Committee and an operational Executive Committee. This organization ensures continuous risk mitigation, scientific compliance and the delivery of high-quality infrastructure.

University of Minho's interface dedicated to knowledge transfer to the market, promoting innovation and entrepreneurship. Founded in 1990.

VOID Software
Blockchain.PT Agenda Lead

Established in July 2017, dedicated to software development services, namely tailor-made solutions using a wide range of technologies in collaboration with multidisciplinary teams. In the consortium, it assumes global leadership of the Agenda and project management.

INESC-ID
R&D and Interoperability

Institute of Systems and Computer Engineering, Research and Development in Lisbon. In the project, it leads the Interoperability work package (WP7), responsible for designing and implementing technical and semantic interoperability layers (blockchain gateways) to connect the different systems of the Agenda.

Institute of Systems and Computer Engineering, Technology and Science. Its contribution focuses on technological research and development, including the design and prototyping of IoT solutions such as innovative identifiers (ear tags) with sensors and blockchain-integrated communication for livestock traceability.

Comprising Instituto Superior Técnico and the IST Association for Research and Development. They contribute to the project through research, participating in preliminary studies, state-of-the-art reviews, and development of the interoperability and digital asset management layer.
